North Dakota to Take on the Feds Over Internet Gambling?

Internet gambling is a popular pastime, in America as elsewhere. But gambling websites are based in places like Costa Rica and Antigua, because such sites might be illegal in the US. But only "might be." Nevada and the Virgin Islands passed bills to regulate web casinos based in those locales, but the US Justice Department let them know that, in their view, any such casinos would violate federal law.
